UNDERGRADUATE ADMISSION REGULATIONS OF MONGOLIAN NATIONAL UNIVERSITY OF EDUCATION
One. General Provisions
1.1. MNUE student admission and enrollment shall adhere to the “Student enrollment rules” adopted as an appendix of the Resolution A/79 in 2013 by the Ministry of Education, Culture, Sports and Sciences of Mongolia and this regulation.
1.2. MNUE undergraduate admission enrollment from province and rural areas will be organized by the Consortium of Mongolian universities and colleges and adhered to its “Student enrollment rules and regulations to member universities and colleges of CMUC-2018-2019”.
1.3. Student enrollment from Ulaanbaatar city shall be organized by Central Admission Committee of MNUE.

1.5. Students will be granted within the enrollment limitation established by Ministry of Education, Culture, Sports and Sciences with demand and requirements of all level of schools, institutions, citizens, teaching staff, environment and conditions.
Two. Registration
2.1. Applicants from Ulaanbaatar city shall be registered online at www.burtgel.surgalt.mnon June 02 - July 03, 2018.
2.2. The application fee of 10000₮ must be paid online.
2.3. Learn more about study programs, General Entrance exams scores, please see Appendix1.
2.4. Applicants from rural areas must submit all required documents according to the “Student enrollment regulations” of CMUC.
2.5. Applicants to Arkhangai Teacher Training school must be registered at Arkhangai Teacher Training school from June 02 - July 03, 2018.
2.6. Applicants to MNUE should have successfully earned at least 480 or above scores in General Entrance exams stated in appendix 1.
2.7. The announcement about whether you’ve granted or not, will be announced in the following day after the exam results have reported by the Education Evaluation Center through the website or at school. Only citizens, who reside in that area, will be registered on positions of that rural areas.
2.8. Applicants, who graduated high school in UB and reside in UB will be registered on a positions of UB. Applicants, who graduated high school in Baganuur district, will not be registered in UB in case the Ministry of Education, Culture, Sports and Sciences approved enrollment limitation separately.
2.9. An applicant, who graduated from secondary school in that year in Ulaanbaatar whereas resides in other province and cities, will be registered in a position of Ulaanbaatar.
2.10. Any fraud information and documents, the applicant will take the responsibility.
Three. Enrollment
3.1. Applicants will be enrolled on the basis of the exam scores in General Entrance exam conducted by the Central authority on education. Applicants should have earned 480 or above scores in General Entrance exams in 2016, 2017, 2018.
3.2. If applicants are willing to enroll in talent needed programs such as teacher of design technology, teacher of art, teacher of cartography design, computer- graphic design, teacher of physical education, sports trainer/coach, will take an aptitude test except General admissions exam. The aptitude test will be held by the Admission committee of MNUE in Ulaanbaatar and by the selected commission of CMUC in urban and rural areas.
3.3. Applicants, who won prizes in International competitions and got the title Honored Master of sports except highest scores in aptitude test of physical education, are admitted directly to the correspondence courses.
3.4. The top grade of aptitude test must be 800 and the applicants who got at least 70 % of the top grade are admitted to enroll. The score list will depend on the sum of general entrance exam scores and aptitude test scores.
3.5. Applicants enrolling to a journalist major will be admitted according to quality of his/her publications, certificates of participating in local and national competitions such as “Hurel Tulga”- a poetry contest etc.
3.6. Applicants, who achieved first place in National Olympiad and participated in International Olympiad, will be admitted directly to the Bachelor’s degree programs.
3.7. Applicants, who achieved first place in urban and rural Olympiads, contests, exhibitions (such as Olympiads in technology, robots, techniques, sports, blueprint, design, and competition “Cinderella” on haute couture and individual exhibition etc.) may be admitted based on his/her General Entrance exam scores.
3.8. Applicants, who have earned the title Master of any sports, participated in the world and continental championships, won prizes at the international official competitions, achieved one of the first three places in National championships, may be admitted based on his/ her interest in sport and physical culture and General Entrance exam scores.
3.9. If soum, aimag, local community offer the request of needed qualified teachers and covenant to the contract, the applicants, who have won the minimum number of scores in General entrance exam, will be admitted within the enrollment limitation.
3.10. Applicants, who have got the same number of scores in General entrance exams, the admission committee should consider the percentage of General examination performance. If applicants have the same percentage of General examination performance, the admission committee should consider the GPA of General Education Certificate.
3.11. Applicants, who have been granted to the university, will be announced at the specified time.
3.12. Applicants from UB and rural area, who have been granted to MNUE, will choose a qualification according to the list of their ranked score on the each residing Admission Committee of MNUE and on the Admission Committees of CMUC in rural areas. Applicants must submit the followings:
- Identification card
- Certificate of the general entrance exam.
If applicants in the list will not come in person and choose a qualification on time, the applicants will be counted refused applicants to choose a qualification and the next applicant in the list will choose a qualification.
3.13. If applicants, who have been enrolled, will not reach the admission limitation during the registration period, the Central Admission Committee will offer a request to resolve the admission threshold score.
3.14. The issues related to foreign applicants will be arranged by the regulations.
3.15. The admission committee shall resolve all complaints and requests related to student enrollment.
3.16. In accordance with the Resolution No. 71 in 2014 by the Mongolian Government, applicants with a score 650 or above on the General Entrance Exam/GEE/ will be exempted from 70 percent of tuition fee and applicants with a score 751 or above on the GEE will be exempted from 100 percent of tuition fee under the contract with Education Loan Fund.
3.17. Entrants, who have met the requirements and criteria of 70, 100% top grade scholarship offered by the Government, will be admitted with the payment of 50% of tuition fee of that year.
3.18. When the Education loan fund pays 70 percent and 100 percent top grade scholarships directly to school, the tuition fee, which has already paid by a student will be refunded to student.
3.19. The following professions will not refer to the top grade scholarship offered by the government of Mongolia. These are:
- Software
- Ecology
- Tourism / history, tourism
- Language, literature
- Sport training
- Tourism /sport tourism
- Fashion designer
- Education studies
- Social work
- Psychology
- Graphic design
- Journalism
3.20. Applicants, who reach the age 18, shall be registered in case 28800₮ of the payment of health insurance was paid according to the law of Health insurance adopted as an appendix of the Resolution July 21, 2016 by the Government of Mongolia.
3.21. Male applicants, who scored above 600 scores in “Pedagogy and education in mathematics, science program”; above 550 scores in “Pedagogy and education in primary and pre-school” will get 50% scholarship from “Student supporting fund” of MNUE in a first year.
3.22. Applicants, who has TOEFL IBT 50, SAT 1500, HSK 4.0 (Chinese proficiency test), TOPIK 3 (Test of proficiency in Korean), TRKI A1 (Test of Russian as a foreign language), NAT 3 (Japanese- language proficiency test), except threshold scores in General admissions exam, may be admitted directly to the Bachelor’s degree programs.
3.23. Students, who earn GPA 3.7 or above and fulfil the requirements in foreign language and universities, can further continue their studies in MBA and PhD in foreign countries such as Russia, Japan, Finland, Korea, China, USA, Germany, England, France.
3.24. The students, who meet the requirements of 3.22 of this regulation, are waived 50% of the tuition for the first year according to the following situations:
- If they have admitted to the “Pedagogy and education in foreign languages”
- If they, who have admitted to other programs, have passed the interview.
3.25. Applicants, who fulfilled/ met the requirements of 4.5.14 of training policy, can participate /attend in Start-up program and in jointly implemented programs with other leading universities of highly – developed countries.
3.26. Applicants, who fulfilled the following requirements, can be admitted in an enrollment limitation:
- Completed optional course in teacher education/pedagogy
- Passed the exam in discipline
- Reached the threshold scores or above in general entrance exam
3.27. Applicants to Arkhangai Teacher Training School in “Pedagogy and education in primary school” will be admitted directly in case he/she earned 400 or above scores in Mongolian language and mathematics of General Entrance exam.
Four. Enrollment
4.1. Applicants, who are admitted to MNUE and paid tuition fee fully, will be enrolled from Aug 16 - 21, 2018 in faculties. During the zero week (Orientation week – Aug 21-25, 2018) will be done the subject choice. The first week starts on Aug 28, 2017.
4.2. Applicants, who are admitted to Arkhangai Teacher Training School and paid the tuition fully, will be registered from Aug 21-28, 2018 in Arkhangai Teacher Training School. The first week starts on Aug 28, 2018.
4.3. Those applicants, who’ve been granted to MNUE, must submit the following documents and be in person:
- General Education Certificate (or proof of a relevant education level-original)
- Certificate of the General Entrance exam scores
- Acceptance letter of the MNUE
- Portfolio
- Citizen’s identification card
- 2 photos of 3x4
4.4. Applicants, who have been granted with an acceptance letter of MNUE, shall be examined his/her health and must get health certification.
4.5. If applicants, who have been granted with an acceptance letter of MNUE, are not registered within the specified period of time, the admission will be considered invalid.
4.6. If an applicant returns his/her acceptance letter of MNUE, he/she will pay the fee of one credit hour. If an applicant doesn’t study, acceptance letter of MNUE will be considered invalid.
