Study programs

What are  the common things to be  know? Every new entrant after being registered, should be given a student’s individual code. This allows him/her to  log in the University learning management system  /student.msue.edu.mn/ to download “The Study Agreement”. The agreement should be carefully read before signing, printed out and handed over to the Office of Students Development.   By signing an agreement, financial relations between the student and university will be established.

  • The students should read the  “MNUE Students Regulation” carefully. In the case of clarification, they can approach advisors assigned or specialists of the office of Academic programs. .
  • Every academic year start  Monday,  the  3rd week in August. . The student web is  if tuition fee is not paid.  Once the tuition fee is paid, and the courses are selected (selection-2) and confirmed, the students are allowed to  start courses.  In case of any issue arise related to course schedule and instructor, the students should inform the Office of Academic programs of related school.
  • The courses take forms of a lecture, seminar, laboratory, practical  work), and independent studies and in the study plan they are indicated in this order as  It is  important to understand them correctly in order to make a selection of courses and confirm it. (Selection-2) . As stated in the MNUE academic regulations  

For instance, 1:2:0:0  should be understood as  1 hour of lecture,  2 hours of seminars as  2 credits  in total;  0:2:0:4 should be read as  no lectures, 2 hours of seminars, 4 hours of practical works as  3 credits  in total.

  • The courses take place for five days, Monday through Friday, for 90 minutes (counted as two hours) each.  The time allocation in course schedule will be as follows:

Tuition fee

Tuition fee will be different  for every single students depending on  a number of total credits for courses they choose.  The cost of one credit is identified differently for each type of courses and forms of study. Students should not be charged any additional costs except tuition fee if they successfully complete the courses.

Amount of credits to be chosen in one semester

Students can choose  10 credits as minimum and 21 credits for maximum in a semester.

Additional charges Students should: 1) pay course fee if they re-sit it a particular course caused by poor performance and 2) pay additional service fee when they make a selection of a course for the second time if they were not able to do it within the deadline given.  The students should choose new subjects for winter, spring semester in advance of 2 weeks before the end of previous semester and if students wish to improve his or her grades then deliver request to restudy the subject to the Academic office of affiliated school within 1 week of  grade session

If a student whose grade is 61 or above wants to improve his grade in order restudying the subject he will write official letter to academic office to get R rate and register it into the database of school. The arrangement of restudying subjects will be made in accordance of article 4.8 of Academic Regulations.

In case of restudying the subject the tuition fee shall be paid in  full amount .

By the end of semester student must enter his WEB and click the “see grades’ button, fill the Satisfactory survey of teachers that taught subjects in order to see his grades .

In case of a student not attending classes that he chose for 4 weeks then 75% of that course fee will be transferred to next semester. If 5 weeks pass and the student is not attending classes then there won’t be any transfer of fees next semester or refund.

The students performance is determined by the sum of the final and total duration of the study.. The general performance average is the average of each student's credit scores multiplied by the total credit and divided by total credit.

In each semester  the student’s information who didnt pay the tuition fee doesn’t show on WEB of teachers therefore impossible to register it into the website. Students who didn’t

  • After Selection 2, the courses cannot be changed or shifted from academic calendar

    Leave of absence?

A student can apply a leave of absence due to reasonable circumstances..

A request for 1-2 hour leave of absence should resolved by a lecturer and a request for 1-3 day leave of absence should resolved by the head of a faculty. A request for 4-30 days leave of absence or personal emergency leave of absence should resolved by the Head of the Office of Academic Programs of School upon the written request. If a student requests 1-2 semester leave of absence, his/her request should resolved by the Director of academic program and should confirmed by the president of the university. In case of any failure in conformation of request, a student should be considered missing courses, the issue should resolved in accordance with the clause 4.11 of Academic Regulations of MNUE.

Other issues related to extending or terminating leave of absence should regulated in accordance with the clause 4.2 of Academic Regulations. A student with leave of absence can restudy F and W scored courses during his/ her leave of absence. A student who has a year leave of absence from the university , University will inform and apply to the State Funding Agency for Students grants or fellowship system for his/her deferring of studies record. A student, who’s a year leave of absence, should conduct his/her course selection-2 to the Office of Academic Programs at the beginning of a semester. The student’s continuing study will approved by the director of subsidiary school within first week of a semester. Exclusion from the university: As follows:

  • Upon a student’s personal request
  • Breach of rules and regulations of MNUE.
  • Breach of  the student contract

Upon a student’s will to exclude from university or transferring to other university, the issue will be resolved by the university president’s order and if a student from outside Mongolia shall be paid necessary cost to cancelation of residence permit given from Ministry of education.   A student who excluded from university can be refunded rest tuition fee in terms of regulation.   

Research conference of students:

The school’s faculty and center will be handling the plan and other regulatory issues for students research conference.

Students research work will be planned based on scientific and technological projects, themes, professional departments, centers, laboratories, training and experiencing and the dean of department will be responsible for the registration, monitoring, supervision and coordination.

Within the first half of October on the framework of affiliated schools the professional departments select a few theme of students research work and based on that students make selection. Through the departments conference research methodology selected by the student will be discussed and approved.

Students research work will be organized in following ways. These include: 

а.  Participating in projects, background research works, contracted works executed by the school.

б.  Studying at specific courses of research works in accordance of approved programs.

в. Completing the laboratory and outdoor experiments in accordance of methodologies approved by the professional faculty or affiliated school

г. By the result of research work students can participate in research conferences announced by  MNUE, professional and public organisations to present and discuss the matter;

д. Conducting experimental and research work within the graduation scope;

е. Themes approved by the professional department, units can be researched, processed, conducted and collected.

The quality and results of student academic performance will be discussed by the School Academic Council and the report will be submitted to the Research and Innovation Department to make the necessary decisions.

          At research conference within university field the students will be awarded the 1st, 2nd, 3rd place as follows:

1st place, one student, certificate, 200,000 tugrig

2nd place, one student, certificate, 160,000 tugrig

                       3rd place, two students, certificate, 100,000 tugrig each

The amount of cash award is given by the credentials of 1.4 for master and 1.8 for doctorate.   Credit scholarship will not be given in this case.

Student’s incentive, scholarship, discount

 “Scholarship certification named after the President” are given to students that meet following requirements. These include:

  • Not to disobey university rule, internal order and contract to study.
  • To study over 15 credit hours within a semester
  • Average grade for a semester evaluation will be 3.7 or over this.
  • Tuition fee of that year will be discounted by 20 % for the student who received the
  • confirmation continuously for 3 semesters.

"Scholarship named after the rector "-will be granted to the student who fulfilled the following

conditions. Within this:

  • To whom who studied with 3.7 grade point average or over this, continuously 4 semesters and over it.
  • Not to disobey university rule, internal order and contract to study.
  • Participated or occupied place in university or international student’s scientific conference
  • Achieved unusual success in domestic and international art and sport competitions

“MNUE President’s Scholarship ”-will be granted once a year up to 10 students based on

determination of school directors.

Scholarship amount will be equal to 50% of student’s tuition fee of that year and will be

attached a certification.

  1. The best student of the MNUE

7.8. A student who successfully participated and occupied first three places in scientific conference, Olympics, sports, art competitions, festivals between national, international, regions and universities under the approval of related unit, school and director of school will be selected as the best student of MNUE based on special guidance of evaluation on participation of professional or voluntary clubs (Not to be selected when doubled the name and types of the competitions).

7.9. The best student of MNUE will be selected based on the determination of school directors.

7.10. Each school will honor their best students who achieved high success in their study and best performance in national and international competitions.

  1. Student’s credit allowance

7.11. When grants to the best student of MNUE and schools transferred to credit and remission from tuition fee equals to this credit is regarded as credit allowance.

7.12. The following credit allowance will be granted to the students who occupied first place or prize winner students in scientific conference or Olympics. Therein: · Scientific conference and Olympics at brunch schools: up to 1 credit · Scientific conference, assembly, Olympics at MNUE: up to 2 credits · Scientific conference, assembly, Olympics between universities: up to 3 credits ·International scientific conference, assembly, Olympics: up to 4 credits

7.13. The following credit allowances will be granted to prize winner students in professional competitions. Therein: · Professional competitions at schools: up to 1 credit · Professional competitions at MNUE: up to 2 credits · Professional competitions between universities: up to 3 credits · International competitions: up to 4 credits

 7.14. The following credit allowance will be granted to prize winner students in technical and technological competitions. Therein: · Competitions which organized at MNUE: up to 2 credits ·Regional, national competitions: up to 3 credits · International competitions: up to 4 credits

7.15. The following credit allowance will be granted to prize winner students in sports competitions. Therein: · Regional competition: up to 1 credit · Competitions at universities: up to 2 credits ·National competitions: up to 3 credits · International competitions: up to 4 credits

 7.16. The following credit allowance will be granted to prize winner students in art festival, performance and cultural event. Therein: · Art festival at MNUE: up to 1 credit · Regional art festival: up to 2 credits · National art festival: up to 3 credits · International art competition, performance: up to 4 credits

7.17. The following reward will be granted at once in a semester to the student who participated actively and regularly in public activities and arrangements at university to promote professional and voluntary clubs at MNUE according to the determination of Student Service Office. Therein: · To the leader of voluntary and professional clubs: up to 1 credit · To the student who teach classes in club: up to 1 credit

7.18. Credit allowance named after the president of the university will be granted to the best and prestigious among the colleague students without duplication. (Schools can improve minimum of grade point average of that student depending on achievement of the study). Therein: · Studied above 3.7 grade point average continuously 2 semesters-2 credits · Studied above 3.7 grade point average continuously 3 semesters - 4 credits

 7.19. Once a semester to administrative members of Student Union of MNUE, members and leader of Student hostel council, vice president and secretary of the Student Union depending on 9 work result. Therein: · To the president, vice president and general secretary of Student Union-up to 3 credits · To the president of student union and members of executive commission of brunch schools-up to 2 credits · To the vice president and secretary of students union of brunch schools, student hostel president – up to 1 credit

7.20. Student Service Office, Students Union and related vice chancellor will cooperatively determine the student who will be involved in credit allowance.

7.21. Head of Office of the Academic Programs of School will determine and School Council will discuss the student who will be involved in credit allowance named after the director of school and the reward will be granted at the beginning of each semester.

 7.22. The following rewards will be granted to the Board members of Student Union of MNUE, members and Head of Hostel Council, Vice president and secretary of Student Union of schools. Therein: · Rewards for the Head of the Students Union will be granted based on the determination of the Head of Student Service Office and approval the Vice president for Academic Affairs. ·Rewards for the vice president of the Students Union, general secretary, members of executive committee will be granted once a semester based on the determination of the Head of Students Union, Head of Student Service Office and approval of the Vice President for Academic Affairs · Rewards for the school’s director, vice president and general secretary of student union will be granted once a semester based on the determination of the president of student union and supervision of the chair of academic curriculum and approval of that school · Rewards for the head of student hostel council will be rewarded once a semester based on the determination of the president of student union and supervision of hostel housemaster and approval of related school.

7.23. For the student who graduated 3.7 or above grade point average from undergraduate training will receive 15% of scholarship for graduate training.
