THE ETHICAL CODE OF MONGOLIAN
NATIONAL UNIVERSITY OF EDUCATION
- Common validity
1.1 All educators, scholars and staff of the University are expected to comply with the ethical conduct bearing on their areas of responsibilities and to designate all members to adhere to the standards of ethical conduct.
1.2 The branches of the university and others associated with the University are expected to designate all members of the University to adhere to the ethical conduct constantly and to check the implementation constantly.
- Ethical Code
2.1 All educators, scholars and staff of the University are responsible for the following statements in all matters.
- Of honesty
- To respect consistent with the laws and regulations
- Of equality
- Of responsibility
- Of service for public
- Maintaining Ethical Conduct
3.1 In accordance with 2.1, all educators, scholars and staff of MSUE are expected to conduct the community objectives, duties and state service.
3.1.1 In the frame of honesty: to discharge duties and follow public interests in order to avoid both conflicts of interest and illegitimacy and dishonesty.
3.1.2 In the frame of respect consistent with laws and regulations: to conduct state service in conformance with Constitution, Citizens’ law and other legal documents.
3.1.3 In the frame of equality: to treat each community members with respect and dignity, to prohibit discrimination and harassment and provide equal opportunities for all community members as a contribution.
3.1.4 In the frame of responsibility: to continue professional growth to discharge duties and to be responsible for the sake of their work competence and results.
3.1.5 In the frame of public service: to give the service of MSUE to all students using his or her own qualification in sufficient, rapid and kind manner to reach their expectations.
- Standards of Ethical Code
4.1 In accordance with 3.1.1, in the frame of respect and dignity, all educators, scholars and staff of MSUE are expected to comply with standards of ethical code as follows:
4.1.1 In conformance with labor law and institute’s applicable rules and regulations, work- hours must be used entirely and efficiently.
4.1.2 Outside the university, professional staff are not allowed to work simultaneously unless required by law.
4.1.3 To avoid using professional or institutional privileges for personal or partisan advantage and to discharge professional duties in a situation that is not in conflict with the code of ethics.
4.1.4 To avoid being participated in illegal activities such as using professional privileges for authorities, standing by them, giving any promises, getting awards from them, helping them to get state service or debt at a discounted price and taking money, not required by law.
4.2 All scholars, educators and staff of MSUE comply with ethical standards in accordance with 3.1.2 including frame of respect and dignity.
4.2.1 To adhere to constitution, other legal documents, acts and institutional rules and regulations.
4.2.2 To help authorities to solve problems and to provide them with authentic information and advice, according to law.
4.2.3 To avoid using professional privileges for illegal activities that are in conflict of standards of ethics and try to inform about that to officials immediately.
4.2.4 To avoid revealing confidential information of individuals and using that for personal and others advantages, unless required by law.
4.2.5 To avoid using the university property and resources for personal advantage.
4.3 In accordance with 3.1.3, all educators, scholars and staff of MNUE comply with ethical standards as follows:
4.3.1 To treat students and colleagues with respect dignity and equality and to conduct responsibilities without any difficulties.
4.3.2 To provide all students and applicants with equal opportunities regardless of race, national origin, language, color, age, sex, marital status, citizenship, career, religion, point of view, education, medical condition and sexual orientation.
4.3.3 To avoid solving problems or making decisions for familiar people, friends, family members or kin members and betraying status and privileges illegally under the name of the University.
4.3.4 To avoid betraying career privilege, oppressing, discriminating and controlling others illegally.
4.3.5 To avoid influencing on others’ activities, putting obstacles, demanding illegal activities from others and designating illegal duties.
4.4 All educators, scholars and staff of MSUE comply with following standards of ethical code in accordance with 3.1.4.
4.4.1 To continue professional development and to confer a title of the University.
4.4.2 To complete objectives, goals, and duties according to employment application by his or her own hand.
4.4.3 To predict and fix the errors of the authorities in case decisions of them are wrong and harmful.
4.4.4 According to governing and governed rules, to adhere to applicable laws and regulations developed by authorities regardless developed by authorities regardless of their distinct point of view.
4.4.5 To avoid using alcohol, drugs, wearing unsuitable clothes and showing rude behavior while discharging professional duties.
4.4.6 To avoid interfering with process of making-decisions by authorities or hiding necessary information for work intentionally.
4.5 All educators, scholars and staff of MSUE comply with following standards of ethical code in accordance with 3.1.5.
4.5.1 To respect for others’ dignity, privileges, rights and legal interests while discharging professional duties.
4.5.2 To treat citizens with respect according to state law.
4.5.3 To conduct public service according to applicable rules and regulations rapidly and evidently.
- Concerning of Ethical Code
5.1 All educators, scholars and staff of MSUE comply with ethical code of MSUE and adhere to standards of teachers’ ethical code in teaching.
5.2 All teachers of affiliated secondary school of MSUE comply with the standards of secondary school and kindergarten’s teachers’ ethical code addressed in 41nd statement in 2007 by Ministry of Education, Culture and Science and standards of teachers’ ethical code in teaching according to teachers’ applicable laws of MSUE.
6. Activities of Committee of Ethics
6.1 Applicants must give written applications which is related to ethical code to branches of MSUE and response to the applications must be made in 30 days.
6.2 If the meeting of Committee of ethics is needed to be held urgently, to let general secretary of the committee to organize meeting in 2weeks.
6.3 Result of the Committee of Ethics must be signed by participants, both head and general secretary of the committee and written version of the result must be sent to the applicants and record if the applicants have received the version by general secretary.
